I will admit upfront that I can't be bothered to read every friggin' post in this thread, because the subjective whining gets a bit overwhelming. I do want to point out, if it hasn't been already, that L3/L4 missions are available from high sec agents that bring the runner into low sec, which seems to me a nerf because it builds in an external, high-risk threat; everyone loses ships doing missions, but NPCs don't pod.
Also, there's a whole variety of mission out there called COSMOS missions that frequently bring runners into and through low-sec space. See above.
It seems to me the fundamental issue is podding. Pod killing, unless the pilot has a bounty, is stupid. Perhaps the pod killer derives some emotional satisfaction from it, but that's a pretty short term gain for a long term loss. Most pilots are going to need to get into/through Empire space at times. Stuck in low-sec space, the whining begins about how come there aren't enough carebear targets showing up for me to pod? The missions should send them to me. A lot of those pilots are carebears because, while they would and do find PvP a lot of fun, the podding is simply no fun at all, there's nothing 'gaming' or 'sporting' to it. You get into someone's hull, you ransom the ship, make your ISK, both sides had the challenge and fun, that's cool. But for some reason, the podding. I can't think of a better foundation on which to allow players to make ISK by running L4 missions in high-sec space. Why should they risk losing so much on a routine, structural part of the game?
It's a game where players interact, and the idea is that it is a game, so it's supposed to be fun. If players have fun running missions, leave them in peace. If players have fun shooting other players, leave them in peace too. But if players don't have fun shooting other players, leave them in peace as well. EVE is not broken if it doesn't force players into PVP, it's working. It's a big sandbox, let people play in it, especially if they play in a manner that is not right for you. But really, enough with the indiscriminate podding, if what you really want is to fight other players more.
